In the past, utlities were responsible for supplying and delivering their customers' electricity. This meant that you could buy electricity only from your local utility at the price authorized by the state regulatory agency.
Today, electricity supply is deregulated in many states. Now you can choose to purchase electricity from an energy supplier that is licensed by the regulatory authority and registered with the utility, or you can choose to continue receiving your electricity from your utility.
Your electricity service consists of two parts - supply and delivery.
No matter who you purchase your electricity supply from, your utility will deliver the electricity to your home or business through the utility's power lines along the city streets. This delivery service is still regulated by state authorities.
Competition through deregulation only affects the supply of electricity and not the delivery, so the power lines will continue to be maintained by your utility, and you will still call your utility to handle emergencies and restore power during outages.
